Design an article of clothing for Mona to crochet.

Dear Mona,
The design I've chosen is sort of like a robe with hood that is crocheted. It should hit around just above mid-calf it is 39" from the top of my shoulder to my mid calf not including fringe at the bottom of the coat, but not around the hood. the fringe should be roughly 3 1/2" my waist is about 25-26" if that helps anything. I'm also an extra small. The hood is very roughly 32" and I am 5' 4". The fringe can be half a flower the solid parts can be connected to smaller flowers which will be connected at the petals it should be made out of white cotton yarn. There is a picture of how I sort of envision the flowers below.
